Simms elected to enter the transfer portal in April before ultimately deciding to submit his name into the supplemental draft.
The Bowie, MD native had 46 receptions last year with the Mountaineers, totaling 699 yards. He scored two touchdowns.
Over the past two years, Simms returned 41 kickoffs for 992 yards (24.2 average) and 23 punts for 157 yards (6.8 average), which is where Jacksonville could use him.
